Used to work for an electronics company in the UK that assembled connectors that "flew". The control and traceability was very thorough.
Would expect the same standards would apply to components in a submarine.
Hard to imagine that such wide-spread bad workmanship is coincidence.

Welding problems are not all that uncommon. Welds are routinely x rayed to confirm quality. I would guess a “journalist” discovered a body of X rays of unsatisfactory welds and jumped to the sabotage conclusion.
The real problem is a shortage of qualified welders. current and recent generations don’t like to work and welding is work
