Caltrans reached its next steps to remove one of the worst freeways in the country and make right what Oakland Rep. Barbara Lee once called a “scourge on the East Bay.”
The freeway is highly criticized for ostracizing residents in the predominantly Black neighborhood of West Oakland. For years, community organizations have called for its demolition.
“Today, I-980 represents a painful physical monument to the segregation and discrimination of generations past,” Caltrans wrote in a statement.
In March 2023, Caltrans received a $680,000 grant from the federal government as part of the Biden administration’s infrastructure law. This prompted Caltrans to begin studying the feasibility of replacing 980 with a less invasive city street.
The study team features multiple organizations, including the Urban Strategies Council, the West Oakland Environmental Indicators Project and the West Oakland Health Council.
The government finished building the freeway in 1985 to connect state Route 24 and Interstate 880. To complete the project, 42 acres of property — including over 500 homes and 22 businesses — were destroyed, according to Caltrans. The freeway also contributed to the redlining of the community and adversely affected community members’ health because of air quality impacts.

They should remove every freeway, expressway, etc. from Oakland and make every intersection a four-way stop. It’s the only way to prevent racist roads.

Yup....a great idea to show those poor,helpless victims that you care by making their commutes twice as long as they are now.
So, forcing trucks and other vehicles to use surface streets instead of a demolished freeway won't have adverse health effects?!

When in some parts of the country, locals demand that it be named MLK Freeway.
There are several hospitals nearby. Demolishing the freeway will slow down ambulances (and cop cars and fire trucks) and thus kill more people, in the name of equity.
The mayor of Los Gatos got in trouble for saying that 35 years ago (except he said “Jungleland” instead of Africa).
So now thoroughfares can be racist.

No, no, make every intersection a roundabout. Much more efficient according to traffic planners, who must not actually, you know, drive cars.

Wow! $680,000! Given how much it costs to get anything done in California, that might pay for painting one crosswalk.
