Also, anyone actually detained, not just arrested and released, will have much better living conditions than at home. When I used to teach legal Spanish speaking adults, they stated that the jails in the United States were better than the hotels in their home country.
Clearing buildings with armed hostiles and probably no grenades allowed - not a fun thing for the police etc involved.
It doesn’t matter what law enforcement does when the DA fails to charge or the judge sets ridiculous bail.
