ATLANTA.
THE EFFECT.
From the Richmond Whig, Sept. 6.
We cannot agree with those of our cotemporaries who believe that the fall of Atlanta will necessarily concentrate the war spirit of all parties at the North. Such will undoubtedly be the effect in the Republican party, but in the Democratic the effect will be the reverse. The chief point of opposition to LINCOLN, as set forth specifically in the second resolution of the Chicago platform, is the confessed failure of the experiment of war; and in as much as the party in power seeks to continue this abortive experiment, by just so much will the opposition party be forced to the policy of peace. The people of the North may well declare that, if the perpetuation of the Republic is to be attained by war, it would be folly to discard an Administration at the very moment when its war measures betoken success. On the other hand, the Democrats will not be slow to discover that the occupation of Atlanta, so far from promising a speedy close to the war, insures only its prolongation, and that, too, under auspices not less adverse to the liberties of the Northern than of the Southern people. This will impel them to greater efforts and greater sacrifices, not of principle but of party selfishness, than they would have made.
But the exhibition of this energy on the part of their adversaries will arouse a corresponding spirit in the Republicans, and incite them to the most herculean exertions. Inflated by the success at Atlanta, their natural arrogance will exhibit itself in a high-handed prosecution of the canvass.
