FROM NEW-ORLEANS: Progress of Operations Against Mobile; PREPARATIONS TO RAISE THE TECUMSEH (9/9/1864)

The steamship Ariel, Capt. RUSSELL, from New-Orleans Sept. 1, with merchandise and passengers to D.B. ALLEN, arrived yesterday, Sept. 6, off South Carolina, spoke United States gunboat Gettysburgh cruising for the Tallahassee. She reported having, seven days' previous, captured the blockade-runner Lilly -- all well on board.

The steamers Arthur, from New-Orleans on the [???]1st ult., and the Belle, from Memphis on the 5th last., have arrived at Cairo. The latter had 250 bales of cotton for St. Louis, which was seized here by the military authorities on account of alleged irregularity in the shipment.

The steamers White Cloud and Henry Choteau were fired into on the 20th ult. by the rebel battery above a bayou. A large number of shots took effect in the cabin of the White Cloud, and her steam-pipe was cut, disabling her considerably. The gunboat Kinwood came up and towed her out of reach of the battery. No one was hurt on either boat.

A considerable rebel force, under Gen. POLIGNAC, is reported to have crossed the Mississippi River from Arkansas to Rodney, Miss., on the 22d ult.

The New-Orleans Delta has news from the mouth of the Rio Grande that the Mexican Gen. CORTINAS met the French forces ten leagues north of Victoria, and after an obstinate battle of five hours, routed them with heavy loss.

The affair was the most brilliant of the war, and caused the greatest rejoicing among the Mexican people.

CORTINAS is reported to be marching back to Matamoras, to contest the advance of the French up the Rio Grande, and stormy times are expected in the State of Tamaulipas.

Gens. HURLBUT and TOTTEN had arrived at New-Orleans.

The New-Orleans Cotton market was active, but prices were too unsettled to give accurate quotations. Produce and Provisions were also very much
