I’m getting tired of these stories. An organization doesn’t lie; someone in it lies. Someone created or wrote the story, someone approved it. Someone may have told this tale to Congress (I won’t say “testified” because they are nearly never under oath).

Where are the names? Unless we can jail the entire department, these stories are empty without names.
