WASHINGTON, Tuesday, Aug. 17.

The operations of the force on the north bank of the James River continue to develop in the most suspicious manner. The manoeuvres of Monday resulted in turning the rebel fortifications; and, yesterday morning, when our forces advanced, they found that the enemy had fallen back during the night, and had thrown up defences in a position naturally stronger than the one they had been driven from.

The day has opened with a brilliant prospect of success. GREGG's cavalry rested their right on the Charles City Road, to protect the right wing of our forces, whose left flank extends to the James River. The front of our line was only about six miles from Richmond. LEE being thus held, cannot prevent the cutting of the canal across Dutch Gap, and if he should attempt to mass his forces on either side of the River, the exposed points on the opposite side will fall into great danger.

Our losses on Sunday are estimated at about four hundred in killed, wounded and missing; those of the enemy at somewhat less. On Monday the loss of the enemy was greater than ours, owing to a more favorable position on our side. Firing on Monday was mostly with musketry, after we had got on the enemy's flank and turned him; but yesterday morning the artillery on both sides was playing rather briskly.

Everything remains quiet in front of Petersburgh.

The rebels, for the past two nights, have been feeling our line on the left, but nothing more than skirmishing between the pickets has taken place.

The two telegraph operators, Messrs. FLYNN and HAMBRIGHT, on duty at Gen. BURNSIDE's headquarters,
