This guy Christian explains Harris's word salad "what could be, unburdened by what has been" is like a progressive rallying call - war cry against America.
she is not just stupid word salading, as it sounds to many of us, she is evil intended and happily pushing anti American agenda forward.

plenty of FR’s comment how kamala talks in word salads. She isn’t always. She is pushing agenda that some understand with her jumble of words.
just as we know certain words mean things to terroists and other anti American groups in our country, Kamala is a useful tool to some and rallying those who hate USA. kind of sleeper like BO was until his time to be used by his puppet masters.

Rep. Tulsi Gabbard didn’t hold back when she took aim at Sen. Kamala Harris, saying “there is no excuse” for her record as a prosecutor and she owed those “who suffered under [her] reign as prosecutor” an apology.
Gabbard, D-Hawaii, was speaking about the country’s criminal justice system at Wednesday night’s Democratic debate when she brought Harris’ history into question. Gabbard said that while Harris, D-Calif., is proud of her record, she is “deeply concerned.”

She blocked evidence, she blocked evidence that would have freed an innocent man from death row until the courts forced her to do so,” Gabbard said.
”She kept people in prison beyond their sentences to use them as cheap labor for the state of California, and she fought to keep cash bail system in place that impacts poor people in the worst kind of way,” Gabbard said.
Harris responded that she significantly reformed the criminal justice system in California and she was proud of her work.
“And I am proud of making a decision to not just give fancy speeches or be in a legislative body and give speeches on the floor but doing the work of being in the position to use the power that I had to reform a system that is badly in need of reform,” she said.
But Gabbard wasn’t done. “The bottom line is Senator Harris when you were in a position to make a difference and an impact in these people’s lives, you did not and worse yet in the case of those who are on death row, innocent people, you actually blocked evidence from being revealed that would have freed them until you were forced to do so,” she said.
“There is no excuse for that and the people who suffered under your reign as prosecutor, you owe them an apology,” Gabbard added. Harris served as the attorney general of California from 2011 to 2017.

It’s not word salad.
It’s vaguely philosophical sounding, and seems quote open to ‘possibility’.
“What can be” Potential or possibility.
Very open and almost positivist sounding.
It doesn’t go south until “unburdened by what has been”.
In terms of a political speech, what this suggests is that she wants to be able to whatever she wants to do, unconstrained by laws, rules, constitutions, or any opposition.
This is meant to be vague so that people either completely ignore it, or interpret it as being positive sounding.
But in terms of dog-whistle, this is a call to communist revolution (in my opinion)
Kamala is a whore. She does as she’s told because she’s not intelligent enough to do otherwise.

Just the way she says it. It appears so rehearsed.
Even though she has practiced it in front of the mirror or whatever, you can see her slow down and be very deliberate about saying it the right way.
I am a dime-store gesture & body language observer, and you can see in the one clip she is actually pointing with her finger up in the air like she is reading it off a page in her mind.
So I tend to agree with you. She quite possibly doesn’t know what it (really) means. She was just told it’s supposed to be inspiring and keep using it.
Tulsi has been fighting a good fight these past 4 years.
