It’s not word salad.
It’s vaguely philosophical sounding, and seems quote open to ‘possibility’.

“What can be” Potential or possibility.
Very open and almost positivist sounding.

It doesn’t go south until “unburdened by what has been”.
In terms of a political speech, what this suggests is that she wants to be able to whatever she wants to do, unconstrained by laws, rules, constitutions, or any opposition.

This is meant to be vague so that people either completely ignore it, or interpret it as being positive sounding.

But in terms of dog-whistle, this is a call to communist revolution (in my opinion)

I don’t believe that she is smart enough to have coined the phrase. So, your comment is spot on if, in that respect, the words originated from the zero cabal.

She’s just another useful idiot imho.

It’s why she was chosen.
