Roof slope is specified per 12 feet of run, not percentage. 2-12 would be a 2 foot rise in 12 feet, etc. 2% would be a 2 foot rise in 100 feet. A big difference, although a 2-12 is a very low slope, and is probably the actual pitch of the shooters roof.
