Secret Service agents are trained, I believe, to be expert marksman and this kid was 20 years old.
Could it have been the FBI that was trying to shoot Trump? Would that be why orders were not given to return fire?
It just occurred to me, so I'm asking the question. While the kid was involved, could he have been more of a patsy?

They were observing through the windows. They observed him scope out the area three times, sent in a photo and called for backup.
Why didn't every one of them have a radio or earpiece on the same frequency so they could be notified a shooter is crawling around above you?

This was one of the largest law enforcement failures in the history of our country. Cops get complacent, especially local cops who are assigned to assist the feds during events like these. I’ve worked with the USSS many times. When they are the lead agency, they rule with an iron fist. They won’t let armed on-duty cops get close to their protectee unless they are vetted and approved. So local cops roll their eyes and let the USSS run the show. Every single level of law enforcement failed last weekend. Top to bottom.
And nobody can figure out where the ladder came from. Isn’t it obvious?
I wonder if this kid was a deer hunter. You can learn a lot about shooting discipline when you have a live target. Give him credit for controlling adrenaline, and getting off a near kill shot while laying on the hot roof. Apparently the heat was too much for the pros.
