It seems severe; Russia would keep what they gained but also about 20% of what they haven’t yet. Even worse the areas selected are of high value and would take about 3/4 of Ukraines economic value (total counting what they have already taken).
It seems to me this is a classic “first asking price” sort of move and Ukraine should begin negotiations and counter-offer. Perhaps a meaningful peace can be found before further massive bloodshed and even nuclear war possibly occurs.
Ukraine is just a globalist pawn. They globalists do not want peace. They want never-ending war to feed the war machine.

I think Russia should be allowed to hold on to all of Russia that they held before they invaded Ukraine.

Putin has broken every agreement he’s made. How would a new peace agreement be any different? It’s likely that Putin needs a temporary peace to rearm and retrain. Presumably, he’d want the West to drop the sanctions and start trading again as well. That would be like Britain signing a peace treaty with Hitler but leaving him in control of Europe. How long would that last?
Could be an opening bid in negotiations. First rule: You don’t get what you don’t ask for.
