in the Donbas, Muscowite forces played at being “separatists”. There was up to 30% to 40% support for the Kremlin, but not the majority, not even a plurality

Only Crimea had popular support to shift allegiance to the Kremlin.

One book I'm holding reports that internal data from Crimea found only 30% of eligible persons voted, and that the ballot had only two choices, both of which were for annexation by Moscow. This votes were evenly split.
