Trump was stupid.
He should have prosecuted Hillary (unauthorized possession of classified documents on her computer), Strzok and Page (using the Government--FBI--to influence an election, and insurrection), Clapper (perjury, lying under oath to Congress, Comey (unauthorized leaks to the MSM).
When campaigning in 2016, Trump hinted at 'locking her up". After the election, when that was chanted at rallies, he would say, "No, she has been through enough".
The bottom line is this,,,,
he was MUCH, MUCH too nice.
And just who might that have been? You do realize, many potential cabinet members were actively dissuaded from working for Trump.
Bah. He would have never gotten to first base. Unfortunately, 66% of attorneys are Democrats. Within the government, probably more like 75-80%. His own people would have sabotaged him. He would have never been able to fire attorneys fast enough. Fire one Deep State lawyer, two more take his place. Yeah, he probably should have been more aggressive dealing with these Communists, but he would have needed an army of conservative lawyers. He should be building that army as we speak, just in case he wins.
What I suspect will happen is that Trump will bring all who quit for different reasons, the main one being the mandatory order to receive a "vaccine". Then Trump will get rid of the top Brass who were loyal to both Obama/Biden.
Then the top brass will receive the information that was collected and let the military hold military hearings against these people, which takes it out of the regular justice system and into the military justice system. People such as Gen. Mark Milley may even face treason charges for his stunt of calling China, because that is the charge he absolutely deserves.
Heck, I know people who were career Federal Government workers who still refuse to believe how bad certain people are. One finally admitted that Comey was a bad actor but still believes Robert Mueller & Bill Barr are good people.
Trump was focused on MAGA. He was a better man than these rotten dirty scums who persecute him instead. May they all reap and swim in the rotten cesspools they so much deserve.

In answer to your question, volare737: The reason Trump didn’t go after anyone high-up is because the norm was to be professionally courteous, lest be become a banana republic that prosecutes and/or jails political opponents.
The reason there is so much anger (even from moderate Republicans and moderate Democrats) is because the left crossed that Rubicon. They have singlehandedly debased our republic, and brought national behavior to a new low.
For a rookie, he still did a lot of good for America in four years that the Bushes never even attempted in 12.

Trump was a true outsider. Smart guy but unschooled in the ways of the DC Swamp. He had a lot to learn, and it was all OJT.
By the time he figured it out it was too late. The process of undermining him was well underway by then.
Since then the government has become even more weaponized to protect its own interests. It could be harder for Trump to reform the Swamp this time around. It is formidable and ready for a four year battle. And Republicans will be little of any help because they are terrified of the Deep State’s power.
Even if Trump wins somehow (unlikely), there will be massive protests throughout the U.S. So there will be no political legitimacy to his presidency.
You see all of this nonstop propaganda by the Deep State and the MSM? It's very effective. Really, no different from Putin calling the Ukrainians "Nazis". Donald Trump is the "Enemy of the State".
