Not a recent thing. In the 70s the FBI ran the ABSCAM scam. In essence they offered bribes to political figures under the guise of “enticing.” They proved a known fact, waive money in front of a politician and they will take it. Problem was they initiated the contacts leading some career government attorneys to balk at bringing charges. Obviously those prosecutors are gone because it is anything the AG wants gets done.

The problem is not so much the rank and file (useful idiots), it is the upper echelons whose loyalty is more to the Deep State and its defense than it is to America and The Constitution they swore to “protect and defend”.

For the same reasons you impose and maintain rules and limits of war in top tier militaries, rules and limits in policing, anywhere that groups of humans have great power you have to impose and maintain a culture of self-discipline and self-control of limits, and keep their focus on the organization’s mission and purpose, or else their personal egos, vanities, greed, prejudices, and personal flaws start becoming expressed in their work and then it becomes the work.

Easy answer: it’s because there are no consequences. Law enforcement has a free pass to do anything from lying to armed robbery to murder and can’t even be sued let alone charged criminally due to “qualified immunity”. George Floyd aside where the cop was sacrificed for political purposes and wasn’t even guilty of doing anything but his job it is extremely difficult and the vast majority of the time impossible to bring a cop/fbi,/etc to justice no matter what they’ve done.
