I think there may have been some other virus issue in 2016 that was NOT Covid. We had several virus scares that decade. In 2016, Zika, spread by mosquitoes, was a significant issue with the most US cases in Florida, but also in other states.
THe Toledo virus referred to may have been a swine flu cluster occurring in ohio and another state affecting 18 people. The link below describes the concern with this issue and steps taken to resolve it. Flu transmission between humans and swine and vice versa is a serious concern.

No, there was not an issue with a virus in Detroit that Biden was dispatched to deal with. You do show imagination for remembering such a virus for which Dr. Jill developed a cure, and Senile Joe went to Detroit to fix it.
The White House correction was to claim that Biden was dispatched to fix the recession. I very vaguely recall Joe Biden going to Detroit and fixing The Obama-Biden Recession of 2016 which resulted from eight years of the Obama/Biden administration. I am mildly surprised that the Biden administration remembers an Obama-Biden recession.

White House officials went into cleanup mode after President Biden delivered a gaffe-riddled speech to the NAACP in Detroit Sunday — making a whopping nine corrections to the formal transcript.
The changes fixed both trips of Biden’s tongue — such as calling Capitol rioters “irrectionists” — and flagrant retellings of history, like claiming he was still vice president during the COVID-19 pandemic.
The official transcript, released Monday, made no bones about the errors, with strikethroughs of Biden’s mistakes and the corrected comments included in brackets.
The 81-year-old’s address to the 69th annual Fight for Freedom Fund Dinner was part of an outreach effort to black Americans as polls show support for him softening in the demographic.
Here are the nine adjustments that were made in the official transcript:

Leaving the world of the imagination and returning to the real world, the White House claim is that Senile Joe was dispatched to Detroit in 2016 to fix the Great Obama-Biden Recession of 2016. It is surprising that the Biden administration recalls the Great Obama-Biden Recession of the election year of 2016. Not even the great Hillary Clinton could overcome the Great Recession of 2016, despite the heroic efforts of Senile Joe Biden.

Also, just as there is concern this year about cows catching bird flu, swine flu transmission to humans has been a concern in the past. Illness transmission from animals to humans becomes ever more a dangerous possibility as world populations and travel increase.

It is pathetic to try to defend Biden's dementia by making up ridiculous excuses for the things he says.
If you were not talking about Biden, who were you talking about? Nobody in particular? You just wanted to inform the world that you remember the Toledo flu, not that it had anything to do with Joe Biden's claim of being sent to Detroit to fix COVID-19 in 2016? But, going with the flow, that would place the Biden trip to fix something in August or maybe September 2016. Remember the White House fix was that he was sent to Detroit to fix the recession. The non-absurd part is that Detroit is related to the state's industrial base.
So, Biden was reading the teleprompter and misread Toledo Flu for COVID-19, and for the county fairs in Muskegon (29 July 2016) and Ingham (5 Aug 2016), Biden was dispatched to Detroit to fix the flu. Nobody died, 18 people got the flu in two states, most of them in Ohio. Two hogs in Michigan tested positve.

Why do you think they would dispatch the Vice-President of the United States to Detroit to fix two sick pigs discovered at the Muskegon and Ingham County Fairs? Why Detroit? It is not near either county and the state government is in Lansing.
