Not unlimited mileage but it does have a tail light guarantee. which expires when the tail lights disappear from the dealers sight.

Yes - it will easily circle the parking lot, going beyond the lot, you will need to charge it up & make sure the wipers and heater work after you leave the lot, else you will need another charge.
