Ukraine has moved to restrict consular services at its diplomatic missions for men of conscription age (18-60) who live abroad as Kyiv tries to increase troop levels in its fight to repel invading Russian forces.
Foreign Minister Dmytro Kuleba wrote on X, formerly Twitter, on April 23 that he ordered the restrictions because "staying abroad does not relieve a citizen of his or her duties to the Homeland."
"As it looks like now, a man of conscription age goes abroad and shows his state that he does not care about its survival. He then comes back and wants to receive services from this state. It does not work this way. Our country is at war," Kuleba wrote.

Stick a fork in Ukraine. Zelinski refused to allow elections and on 21 May his term is up. Today, Ukraine’s President Zelensky has asked Vladimir Putin for one-to-one talks, saying this is the only way to end the war.... This request thru secondary countries, comes too late per Russia who last week told Ukraine that only their unconditional surrender is acceptable; otherwise Russia will bleed Ukraine into a demilitarized state fully occupied with the exception of what Romania, Hungry, Modovia & Poland will carve out the western areas. OUCH.
Zelensky is striving for a leadership role before 21 May. Meanwhile his government is accusing Russia of bombing the Zaporizhzhia Nuclear Plant that they occupy - actually Ukraine is the one sending drones against it nearly every single day, yet for world news consumption they blame the attacks on Russia. All other nuclear plants, except Zaporizhzhia remained under Ukraine’s control as of Friday evening local time, with Russia occupying Zaproizhzhia....
I doubt Zelensky can it both ways. False accusations against Russia and calling for one-on-one talks with Putin.
Zelensky can see now the war is going to end badly for Ukraine, and last week Russia told the West that Ukraine will have a single choice, that is unconditional surrender. Ukraine has until 21 May to surrender and then there will be no lelgimately elected leader with which to hold takes; however, the Generals can surrender. No need for talks - it’s gone past that stage Z-man. You are out of time and 21 May you are a dead man walking/talking/squawing.
