Its a smart development strategy: create a free-market, rule-of-law, Hong Kong or Singapore-style city - outside of the bloat, dysfunctional politics, and corruption of Egyptian government and society. Attract investment, attract technology, set better commercial and living standards for one’s nation.
its exactly what Deng Xiao Ping did in China when he set up China’s first “free trade zones.”
We could actually use such a concept in the USA also - for example, in health-care.

re healthcare ...here, in America, as long as there exists one ambulance chasing lawyer, one lawyer
seeking to find the the mext hidden malpractice action,
there can not be an affordable healthcare system, public or private.
I have advocated for creating a designation of “free-marketeer”.
This would be a title/status/designation that a person could claim by applying for the necessary permits and signing the necessary paperwork.
These “free-marketeers” would be legally renouncing the socialist “protections” granted to them by the nanny state. No OSHAA, no EEOC, no minimum wage, no workers rights, no sexual harassment protections, no discrimination protections, etc...
However, they would also be free from payroll taxes, SS contributions, income tax, state tax, etc...
Business would be allowed to keep a certain percentage of their workforce as “free-marketeers”, say 10%-15%.
These would be true free associations between workers and employers without the government getting in the way.
