WASHINGTON, Thursday, March 31.

Gen. GRANT, accompanied by Mrs. GRANT, Gen. MEADE, and a portion of his staff, went down the Potomac to-day on a visit to Gen. BUTLER at Fortress Monroe. His mission has an intimate connection with recent changes in commands in the army and the forthcoming campaign.

The President pronounces the Statement made in the New-York Tribune that the Blair family had recommended Gen. MCCLELLAN to command the defences of Washington, to be altogether incorrect.

Senator WILSON, Gens. GARFIELD and SCHENCK, and Mr. DEMING, leave here to-morrow to attend the great mass meeting at Hartford on Saturday evening.

Commander PICKEREL, of the United States ship Peterhoff, recently sunk off Wilmingtom, has been ordered to the command of the Fort Donelson, now in Boston harbor.

The Consular and Diplomatic Appropriation Bill was up before the Ways and Means Committee to-day. A reduction in the amount asked for will very probably be made.

Pacific Railroad interests lie untouched, through inability of the committee to agree to anything. An earnest effort is about to be made to reconcile conflicting views, so that necessary and urgent legislation may be attended to.

The Raritan and Delaware Bay Railroad question was up in the House to-day. No indications as to what the final result will be have been developed. Careful polls of the House show about an equal division for and against the bill.

The selection of a site for a navy-yard west of the Alleghanies was considered in joint meeting of naval committees to-day. It was agreed that the sub-committee of Senators and Representatives should start, on Thursday next, on a tour of inspection of points west of the Ohio River.
