Good! And I’m glad you resisted licking them, LOL!
I don’t know what to tell you other than some seeds are treated for their own good, or for packaging, or for germination, etc. Sweet Corn is a good one for having been ‘coated’ with a similar product, yet Popcorn seed is not. I don’t know the ins and outs of it, but they certainly wouldn’t sell something that would intentionally harm us gardeners; hence the ‘Lawyer Wording.’
If in the future this is an issue, just switch to totally organic seeds from The Seed Savers Exchange or any other totally organic company.
Though, my thoughts still stand - it’s GOT To be that they come that was from the ‘manufacturer’ and that coating IS needed to get the end product to us for better germination.
If you end up liking that pepper, do some research in the off-season to see if you can find it in untreated form.
But let us know either way if this variety is a keeper! We love hearing about really good results and ‘favorites.’ :)

Wife and I both enjoy ‘hot cuisine’, so I wanted to give these serranos a try...we’ve been growing hot peppers for years, and I have NEVER run into pepper seeds treated in such a fashion where the fungicide was clearly visible. I always wanted my tombstone to say ‘Died Eating Tasty Food’, but died from FOOD, not insecticide or fungicide. :-)
