With that interpretation, HOW would police officers (covered in later post, I see), bums, illegals etc., be allowed to take over a person’s home when they are certainly not soldiers?

Third Amendment wouldn't apply even in the United States. Compulsorily purchased sounds like "eminent domain." The government can take property and even set the price they pay. I know, half of the family property that had been in the family since the late 1800s and on which I grew up was taken to build the Capital Beltway around Washington. The family was paid a fraction of its potential value.

Not relevant in this case.
What they are telling these people is that their home are "derelict" or "distressed" and so they are going to take it from them and give it to someone else.
You know, the same thing that happens on a regular basis in the US since Kelo vs New London. Just take people's stuff, give them part of the value and give it to another person because you want to.
