DEPARTMENT OF THE GULF: THE STATE ELECTION CANVASS; IMPORTANT ORDER OF GEN. BANKS (2/15/1864)

The steamship Morning Star, Capt. J.M COURTSNAY, from New-Orleans and Havana, arrived at this port last evening.

The Morning Star left New-Orleans Sunday, Feb. 7, arrived at Havana Feb. 9., and left next day.

The steamship Creole arrived at New-Orleans on the 5th, and the George Washington on the morning of the 7th.

The steamship Havanna was to sail for New-York, via Havana, on the 5th inst.; but owing to an accident to her machinery, she would not be able to leave until Tuesday, 9th inst.

The Spanish war steamer Neptunio arrived at Havana on the morning of the 9th inst., with a brig in low having on board 700 slaves. She was captured off Remedies, on the north side of the Island of Cuba. The Government is said to have had information some weeks since of the expected arrival of this brig.

There is no military news.

NEW-ORLEANS. Sunday, Feb. 7.

There are no army movements of importance to note in the Department of the Gulf since our last per steamship George Cromwell.

The split still continues between the different wings of the Free State parties in this city. It amounts virtually to a contest between the friends of Messrs. HAHN and FLANDERS as to which party shall have the honor of inducting their candidate into the Gubernatorial chair. Fifty-one out of the eighty-seven delegates who met in State Convention on the 1st, were friends of Mr. HAHN; the other thirty-six preferred Mr. FLANDERS. Finding themselves unable to carry their point, the latter seceded from the Convention, and met at another place. The result was the nomination of both Messrs. HAHN and FLANDERS,
