I agree. It’s not that she couldn’t pay a mere $1,607.68 in taxes, She wouldn’t.
For whatever reason, she made a series of stupid mistakes. And lost.

property tax should stop at some age , taxing people off the land is wrong.
Put a lien on that's satisfied when her estate is settled.
Your comment sounds a lot like blaming a victim for being in a place where a criminal could attack her.
I tend to focus on the criminal doing something bad, and to a lesser extent a victim foolishly going where she shouldn't.
We should not tolerate criminal like behavior in our society, and especially not tolerate it from our governments.
