WASHINGTON, Thursday, Feb. 4.

ENLISTMENTS IN THE REGULAR ARMY TO BE CREDITED TO STATE QUOTAS.

The Secretary of War has issued a circular letter to the Governors of loyal States, informing them that all men enlisted into the regular army since Sept. 3, 1862, will be credited upon the quota of the State in which they were enlisted. A list of all men enlisted in the regular army by recruiting officers under their commands from Sept. 3, 1862, to Jan. 1, 1864, giving the names of the men, and wherever they can do so, the district in which they were enlisted has been forwarded to the several State capitals. Hereafter tri-monthly reports of men thus enlisted will be forwarded to the State authorities, such reports to commence from Jan. 1, 1864.

REORGANIZATION OF THE ARMY 0F THE POTOMAC.

It is rumored in military circles here that, when the Army of the Potomac is reorganized, it will be formed into three grand divisions, with a separate cavalry corps. The names of Gens. HANCOOK, SEDGWICK and AUGUR are mentioned in connection with the new order of things.

Three new colored regiments are to be organized in the lower Maryland counties. There are several thousand recruits rendezvoused at different points in that section.

A delegation from the Bank of Commerce is here successfully urging such modification of the National Banking Law as will let that institution in with its immense capital to do business under its provisions. They give an elegant entertainment tonight, at which Messrs. Chase and McCullough, Senators Fessenden, Sherman, Hale and Anthony, and Representatives Ganson, Hooper, Frank, Kasson, Clark and Pruyn are present.

The disagreement between the House and the Senate upon the tax on whisky will be made the subject of a committee of conference.
