There is said to be something like $300 billion in Vlad the Invader's personal checking accounts in various banks outside of Russia.
The total of Russians' destruction in Ukraine is in the $1 trillion range, so seizing Vlad's personal checking accounts will be a good start on reconstruction & reparations.

As for the rest, maybe one or two Russian oblasts contiguous with Ukraine being transferred to Ukraine would be a good down payment on Russia's debts.
