Yes, it might have been.
I've seen other reports on Russian reconstruction in Mariupol, so something is happening there.
However, in 2021, Mariupol's population was circa 425,000 and today is down to around 120,000.
The others were killed or fled or were kidnapped into Russia.
This may give a sense of what's going on there now:

Off hand I’d say that’s an accurate statement.
My recollection of North Korea, especially just after the war, was that they had an ultra modern show city while the rest of the country lived in a complete hell hole under the communist dictatorship.

I read the comments on the video website. Those responding are likely totally ignorant of reality or paid propagandists.
But like I said, they are very nice, for those wanting to live under the Russian thumb.
And I must add, there are millions, literally millions of
Americans that would be willing to live under an authoritarian government just to live in the security of a nice apartment, having that cell phone, TV and six pack. The tradeoff is giving up all liberties.
We are losing liberties in this country, but we still have more freedoms than most countries. I WOULD NOT TRADE WHAT I HAVE FOR ONE OF THOSE APARTMENTS.

Someaspects of the Russian empire might come back, communism will not. Communism created too much suffering.
Only the parts of communism which created too much suffering are being brought back -- a centralized authoritarian police state focused on imperial expansion and willing to spend whatever resources necessary (i.e., human lives) to accomplish its goals.
So economically, Marxist-Leninist international socialism has been replaced by a form of national socialism (aka fascism) where the state and compliant oligarchy own the major industries for the benefit of the oligarchs, especially Russia's brutal dictator, Vlad the Invader.
In international affairs, "worldwide communist revolutions" have been replaced by "Russkiy Mir" and mystically religious "geopolitics", as explained by "Putin's Brain", Alexander Dugin.
In practical terms, "Russkiy Mir" is no less terrifying to Russia's neighbors than was the old "worldwide communist revolution".
That's why they all wanted to join NATO.
In terms of mass murders and genocide, of course Old Uncle Joe Stalin's Soviet Union was bathed in the blood of millions, tens of millions killed while, so far, Vlad the Invader's death toll is still less than a paltry one million.
However, Vlad's dead & seriously wounded are already comparable to at least one other famous historical Russian Tsar, Peter the Great, who's death toll in wars over 43 years was circa 600,000.
Vlad's totals after just 23 years are already estimated as nearing Peter's levels.
