WASHINGTON, Wednesday, Jan. 27.
GEN. BUTLER AND THE EXCHANGE OF PRISONERS.
We have authority for saying that the statement published in several Northern journals that Gen. BUTLER had succeeded in effecting an exchange of all our paroled prisoners captured previous to Sept. 1, 1863, is incorrect. No such arrangements have been made, nor has Gen. BUTLER prematurely authorized any statement that he has had any such success. That will come in time.
GREAT REBEL RAID PROPOSED.
A letter from a general officer at Knoxville, received here, says that the rebels are gathering together all their cavalry preparatory to a grand raid through Tennessee and Kentucky to get horses and supplies. The rebels need fresh horses for the Spring campaign, as the stock on hand is rapidly becoming worthless. If they are unsuccessful in Kentucky, the writer says they may be tempted to cross the Ohio.
MILITARY NOMINATIONS.
Twelve hundred military nominations burden the table of the Senate Military Committee. The country would be astounded to see how many of these are purely political. Three hundred more are on their way to the committee-room. The favored Army & Navy Gazette shows that four Lieutenants are to be made Brigadier-Generals, and a proportionate number of Captains put in the galaxy of fixed stars. It is said that the positive smell of burnt gunpowder is not upon the garments of any of these aspirants.
TRADE RESTRICTIONS REMOVED.
Gen. HALLECK having replied in the negative to Secretary CHASE's inquiry as to whether there would be danger of supplies reaching the rebels if trade restrictions were removed from the States of Kentucky and Missouri, Mr. CHASE has prescribed, and the President has sanctioned, regulations opening those States to unrestricted commercial intercourse. The same policy will soon be followed in Delaware and Maryland.
