How does this happen when credit unions are supposedly run for the benefit of the account holders, as opposed to creditors?

All account holders are created equal. Some account holders are more equal than others.

Dealers prefer cash so they don’t have to pay credit card fees.

That helps the dealers and hurts the bank or credit union.

Double win, at least until cash is outlawed.

Yes, but the bank/credit card company never sees the receipt, but only sees the company that the charge is coming, the amount of the charge, and the verifying info, i.e. exp. date, cvv, zipcode, etc.
