WASHINGTON, Saturday, Jan. 16.

THE NORFOLK OFFICE-HOLDERS. BEN. BUTLER is after the Municipal office-holders in Norfolk in a fashion that might well be transplanted to New-York. His Circular Order of Jan. 11 calls upon the Mayor, Register, Assessor, Collector, Street Inspector, Market Clerk, Captain of the Watch, Keeper of the Court-house, Clerk of the Select Council, Keeper of the Almshouse, Commonwealth's Attorney, and Clerk of the Corporation Court of Norfolk, each, for himself, under oath, to report in detail the amount of moneys received by him, by virtue of his office, whether fees or otherwise; the sources from whence received; the amounts of money expended; the purposes for which expended, including salary, for the six months ending on the 1st day of January instant; and also the expenditures in the department of the City Government, so that his report will show an exact state of the financial condition of his department or matter he has in charge, in the City Government of Norfolk, during that time, with the amounts which came into his hands, or were on hand on the 1st day of July, 1863, and the amount which was on hand on the 1st day of January, 1864. Gen. BUTLER calls attention to the necessity of frank and explicit statements in these several reports, because, he says, any want of such explicit and frank statements will be immediately followed by investigation, and such other measures as BENJAMIN BUTLER may be advised to pursue.

FURLOUGHS TO MEN IN HOSPITALS.

By order of the War Department the percentage of men allowed to be absent at one time, under the authority given in General Orders No. 391, of 1863, to grant furloughs to enlisted men in hospitals, has been changed from five to twenty per cent.
