About time they caught up to Southern California stores.
They were forced to lock these away due to the hordes of homeless who's game plan has always been to steal underwear when they need a change. Homeless typically don't wash their clothing.
Once Walmart and Target saw what was going on down here, they put them under lock and key. Interestingly enough, the roaming bands of homeless around these two stores in my vicinity has now declined significantly.

I was at a WM in Tempe a few days ago at about 9 pm. I needed some lip gloss but their entire makeup section, which already was enclosed by glass, was shut down “for the customer’s protection.” Like makeup is suddenly dangerous or going on a rampage after dark. 😖

Why go to all the trouble to lock up individual products in individual retail stores?
Just store all the stuff in some GIANT buildings and call them "distribution centers" with tough security. That way you won't lose anything from "reparationists" wandering through your store.
Then you could buy a fleet of delivery vans to take those products to your customers' homes.
Why, you could even make a web site to let people order products from you.
And I'll bet you could even find some smiling delivery guys to bring the package to your front door.
