WASHINGTON, Friday, Jan. 8.
THE RECIPROCITY TREATY.
Mr. MORRILL, of Vermont, (Union,) offered the following joint resolution, which was referred to the Committee on Foreign Relations:
Resolved, By the Senate and House of Representatives that the President be and is hereby requested to issue to the Government of Great Britain the notice required by the 5th article of the Reciprocity Treaty for the termination of the same.
THANKS TO GENERAL OFFICERS AND THEIR ARMIES.
Mr. WILSON, of Massachusetts, (Union,) from the Committee on Military Affairs, reported joint resolutions expressive of thanks to Gens. HOOKER, MEADE and BANKS, and the officers and men under them.
Mr. SPRAGUE, of Rhode Island, (Union,) from the same Committee, offered a resolution expressive of thanks to Gen. BURNSIDE and the officers and men under his command.
ENLISTMENT AND PAY OF TROOPS.
Mr. WILSON, of Massachusetts (Union), introduced a bill to promote enlistments, providing as follows: That all enlistments hereafter made in the regular army during the rebellion shall be for three years; that persons of African descent, mustered into the service, shall receive the name clothing, arms, equipment, camp equipage, rations and pay as whites, and each shall have ten months' advance pay, and the wives and children of such recruits shall forever thereafter be free; that chaplains absent from duty, by reason of wounds, shall have full pay without rations, and half-pay, with rations, when absent for other causes; that a batallion of engineers be allowed an Adjutant, Quartermaster and Commissary, to be selected from the Lieutenants of the batallion; other minor officers are also allowed.
The bill was referred to the Committee on Military Affairs.
THE PAY OF OFFICERS.
Mr. GRIMES, of Iowa, introduced a bill making the pay of a Major-General $4,000, with commutation for incidentals, and $3,000 without commutation
