WASHINGTON, Thursday, Jan. 7.

The removal of all the rebel prisoners confined at various points throughout the loyal States to within the limits of Gen. BUTLER's department is to commence immediately. The rebel officers at Johnson's Island will probably be removed to Fort Delaware.

Senator WILSON hopes to push his Conscription bill to a vote to-morrow. There is some disposition to dodge the clause abolishing commutation. The chances of the bill passing the House with the commutation out are not promising.

Advices from Chattanooga to the close of the year represent matters in that vicinity as exceedingly quiet, and not likely to be disturbed, unless the rebels take the initiative, which is exceeding improbable. LONGSTREET's attitude in East Tennessee is represented as stubborn and ugly, though he is not making any offensive demonstrations at present. He is said to have secured a large amount of supplies in that country, which our forces had calculated upon. The railroads from Huntsville, Alabama, to Memphis and to Nashville are being put in order for the purpose of procuring supplies.

S.M. CLARKE, head of the Bank Note Printing Bureau in the Treasury Department, was relieved today of his duties, and the keys of his office taken from him. The defalcations are said to be large. Other arrests will be made.

The Potomac is frozen over as far down as Occoquan Bay, and no vessels can ascend or descend the river. The Commodore Read, which to-day endeavored to make her way to the flotilla, was forced to return to the Navy-yard. Her iron sheeting was cut through by the ice. There is no ice boat on the river. A number of vessels are frozen fast in the ice.

The Loyal League in Philadelphia will soon nominate Mr. LINCOLN for the next Presidency.
