That is not what happened. The ball carrier ran an additional 12 yards because of the IBW. The play was not essentially over. And had it been a PF (UNR) the penalty would have been 15 yards, which still would have left a first down.

Actually clipping is a foul still. Clipping is an illegal block below the waist from behind. That rule changes around 15 years ago when the thought was a 15 yard fouls for a block above the waist was excessive. Agra ago, ineligible receiver down field was a five yard penalty AND loss of down. Thank God they got rid of that nasty little enforcement

College OT is much better than the alternative of the team that wins the coin toss only has to get a field goal to win. Most new innovations to NCAA football have been bad but the new OT is fairer and more exciting.
