NEWS FROM WASHINGTON: SPECIAL DISPATCHES TO THE N.Y. TIMES (12/30/1863)

WASHINGTON, Tuesday, Dec. 29.

The War Department has under consideration several important questions relating to the draft, which will shortly be made public. The quotas of the several States are being arranged so as to avoid difficulties in the future. Each State will be officially informed of the number of men it is expected to raise and the time fixed for the enforcement of the draft, which will not be later than the middle of January.

The Richmond Examiner of the 28th contains the following interesting items:

"The three officers placed in irons at the Libby, to be held as hostages for the safety and good treatment of three of our soldiers, held in the North for the safety of the same number of Yankee officers of negro regiments, said to be in our possession, are E.E. CHASE, Captain First Rhode Island regiment, J.B. LITCHFIELD Captain Fourteenth Maine, and J.L. KENDALL, Captain First Massachusetts. The names of real officers of negro regiments now disguised at the Libby, have not yet been disclosed.

A dispatch from ROBERT L. OWEN, President of the Virginia and Tennessee Railroad, announces that the bridges destroyed have been rebuilt, track repaired, and cars running through from Lynchburgh to Bristol. Mrs. W.H.F. LEE, wife of the General of that name, now a prisoner in our hands, died in Richmond on Saturday.

Maj. MULFORD, Assistant Commissioner for the exchange of prisoners, arrived here to-night from Fort Monroe in a special boat, with important dispatches to the Government from Gen. BUTLER, relative to the matter of exchanges. The rebel Commissioner, OULD, in a communication to Gen. HITCHCOCK, refuses to have further communication with Gen. BUTLER, on the ground that he has been outlawed by a proclamation of JEFF. DAVIS, and is, therefore, placed beyond the pale of military respectability.
