WASHINGTON, Wednesday, Dec. 9.
Mr. FOSTER presented the resolutions of the General Assembly of Connecticut, in favor of modification of the Enrollment Act, so that town organizations may have credit for the number of men raised on former calls for men.
Mr. LANE, of Kansas, gave notice of bills providing for the adjustment of the accounts of the Fifth and Sixth Kansas regiments and auditing the claims, and indemnifying the citizens of Lawrence, Kansas, for the destruction of property by QUANTRELL's raid.
Mr. POWELL, of Kentucky, gave notice of a bill to prevent Federal officers and soldiers interfering with elections in States.
Mr. HALE, of New-Hampshire, introduced a bill to grant a pension to the-widow of the late Maj.-Gen. WHIPPLE.
At 12 1/2 o'clock, Mr. NICOLAY, the Private Secretary of the President, announced a Message from the President of the United States, which was read, with the proclamation appended.
The usual number of the Message was ordered to be printed.
The Senate then went into an election for Chaplain.
On the second ballot Dr. SUNDERLAND was reelected, getting 21 votes out out of 40.
A message was received from the House, announcing the passage of the joint resolution of thanks to Gen. GRANT and for bestowing a medal upon him, &c.
Some discussion ensued as to immediate action thereon; but it being alleged that such hasty proceeding would afford a bad precedent, the resolution was ordered to lie on the table.
