WASHINGTON, Tuesday, Dec. 8.
Mr. CLARK, of New-Hampshire, (Union,) by unanimous consent, introduced a bill to grant a pension to JOHN L. BURNS, of Gettysburgh, Penn.
Read a first time.
Mr. WILSON, of Massachusetts, (Union,) submitted a resolution that the Committee on Military Affairs inquire what legislation is necessary to facilitate the payment of back pay and pensions of deceased soldiers, etc.
Mr. DAVIS. of Kentucky, (Opp.,) submitted the following resolution:
"That the refusal of the rebel authorities to exchange negro soldiers and their white officers should not prevent the exchange of our other soldiers and officers in rebel prisons on just terms, such as will prevent suffering to our brave officers and soldiers in the hands of the enemy."
The resolution was laid over.
Mr. WILSON, of Massachusetts, (Union,) gave notice of a bill to increase the bounty for volunteering, and to make an appropriation for the same.
Mr. SHERMAN, of Ohio, (Union,) called up his resolution that the Judiciary Committee inquire and report whether ROBERT WILSON is still a Senator from Missouri.
Mr. FESSENDEN, of Maine, (Union,) objected entirely to recognizing Mr. WILSON in any way as Senator from Missouri. It would be a bad precent. He had no objection, however, to the inquiry being made.
Mr. HALE, of New-Hampshire, (Union,) could see no use in the reference. The Senate had repeatedly made decisions which settled the principle in the case, especially in regard to the seat of Judge PHELPS, of Vermont, and subsequently of Mr. WILLIAMS.
Mr. MCDOUGALL, of California, (Dem.,) said that the law of the question had been settled, and, as a friend of the gentleman from Missouri, (Mr. WILSON,) he was sorry that he thought he had a claim.
