I was watching a video of Wray being questioned by Josh Hawley regarding the Richmond office and that infamous document targeting traditional catholics, and Wray seemed to claim that the document was produced by agents who are catholic, so it is ok.
A huge segment of the population, especially north of the Mason-Dixon, is Catholic.
