PRESIDENT’S PROCLAMATION: OUR VICTORIES IN TENNESSEE; A CALL FOR THANKSGIVING (12/8/1863)

EXECUTIVE MANSION, WASHINGTON, D.C., Dec. 7, 1863.

Reliable information being received that the insurgent force is retreating from East Tennessee under circumstances rendering it probable that the Union forces cannot hereafter be dislodged from that important position; and esteeming this to be of high national consequence, I recommend that all loyal people do, on receipt of this information, assemble at their places of worship and render special homage and gratitude to Almighty God for his great advancement of the National cause. A. LINCOLN.

REPORTS FROM WASHINGTON.

WASHINGTON, Monday, Dec. 7.

The following has been received at the headquarters of the army:

TAZEWELL, Tenn., Dec. 7, 1863.

Major-Gen. H.W. Halleck, General-in-Chief:

LONGSTREET is in full retreat up the valley. Your orders about following with cavalry shall be carried out. My division of cavalry attacked the enemy's cavalry in one of the passes of the Clinch Mountains yesterday afternoon, and are pushing them vigorously. Couriers from Knoxville arrived last night. The road is clear. SHERMAN arrived there yesterday.

WASHINGTON, Monday, Dec. 7.

The Star has the following:

"TAZEWELL, Tenn., Sunday, Dec. 6 -- Noon.

Our cavalry scouts, just returned from the vicinity of Blair's Cross Roads, report a rebel column passing all night from Knoxville to Blair's Cross Roads. They heard the rebels say that they were going to Virginia; that the Yankees had them surrounded, but that they were going to fight their way out.

The Union scouts on the top of Clinch Mountain say that large camp-fires were seen last night on the road from Blair's Cross Roads to Rutledge. There is no longer doubt that LONGSTREET is retreating."
