No doubt Ukraine did inherit a culture of corruption from the Old Soviet Union, and over the past 30 years has slowly risen above it.
- "...one of Europe's most corrupt regimes..." -- today Ukraine scores better in Corruption Perceptions Index than Russia or Mexico, and is in about the same category as Moldova, Belarus, Albania, Serbia and Turkey.
A key point is that while Ukraine's index scores have doubled (improved) in the past 25 years, and Russia's have not changed much up or down, the USA has slowly declined by 10%. - ...one rife with neo-Nazis in its military,... -- Vladimir Putin's repeated claims of "Neo-Nazis" in Ukraine are ridiculous nonsense, no more valid than calling, for example, Donald Trump a "neo-Nazi".
It's just name-calling and redefining the word "Nazi" to mean: I don't like you so you're a Nazi.
In reality, Russia has plenty of its own neo-Nazis to deal with.
The word "Nazi" means racist, specifically, anti-Semitic and in 2019 Ukraine seems to have dealt with that issue rather well, imho. - "Organ harvesting gangs" -- Pure Russian propaganda, nothing else.

So, these loud allegations and exaggerations of Ukraine's alleged corruptions are Russian propaganda intended to prevent Ukraine from joining the EU.

I don't think Mocker has any concept of the actual difference between right and wrong -- to Mocker, "right" is whatever insane anger and words burst out of his brain, while "wrong" is anyone who dares to stand against him.
When Mocker lies, he speaks his native language, for he is a liar and the father of lies.
So, the right thing for Mocker to do is seek help, counseling, spiritual advice & moral training.
I could recommend someone, but I think she's busy now with more important people.
