Then they should not make such declarations. Unless of course the Red Cross is compromised.

Thats why the military doesn’t like the Red Cross. When my uncle got back from the European fight after WW II, he told his family he'd never support the Red Cross. When they asked why, he said he'd waited in a long line to get a cup of coffee and a donut from a Red Cross worker, only to be told that they're only given free to officers, not enlisted.
