The steamship Fulton, Capt. WOTTON, from Charleston Bar, on Friday last, arrived yesterday afternoon.

We are indebted to Purser MCMANUS for prompt delivery of our news packages.

The Fulton brings a report that the sea-wall of Sumter has been entirely destroyed. The rebels were building a bomb-proof in the ruins. The bombardment still continues.

MORRIS ISLAND, S.C., Wednesday, Nov. 18, 1863.

Yesterday Charleston was again shelled, making the third time that city has been subjected to a direct fire since the commencement of the siege. The shells were thrown from Battery Putnam, formerly Gregg, and numbered altogether twenty-ones nineteen of which were seen to explode on striking the buildings. They were percussion shells. The result of the bombardment is not known to us, but we are satisfied that so large a number of shells could not be exploded in the thickly settled portion of Charleston without causing considerable damage.

FURIOUS CANNONADE BY THE ENEMY.

At 1 o'clock, Monday morning, the garrison at Putnam was assailed by the most furious cannonading that the enemy has at any one time bestowed upon it. Forts Johnson and Moultrie, and some minor batteries on James and Sullivan's Islands, were engaged. The firing lasted about one hour, and was scarcely replied to by our guns. The enemy used mortars chiefly on Sullivan's Island. His object in breaking out so spasmodically at that unreasonable hour is not clear to us, unless it was for the purpose of covering an attack on Putnam. Another reason is assigned, that the enemy could not relieve the garrison at Sumter, without first diverting our fire from that fort. No damage was sustained by us.
