Expensive (and rare) 22lr ammunition in Hinkley’s revolver matched the explosive bullet removed from Reagan. (Tiny aluminum cylinder of lead azide inserted into a conventional lead 22lr bullet).

A “man on a roof with a gun” would need to have used that very same ammunition IN A RIFLE to hit any distant target.
