Dear Ukrainians!
Before the end of this day, a few important things should be said. First – about our Kherson. Today marks the anniversary of the liberation of the city, and I am grateful to everyone who remembers how the people of Kherson resisted the occupiers, awaited the return of the Ukrainian flag, and welcomed our soldiers. I thank everyone who today honored the memory of those who gave their lives for Kherson and for our entire state to be free. It is crucial to remember who and how fought for Ukraine, who and how saved lives and our country. I thank all journalists who remind us of this, and every person who preserves the memory of the liberation of Kherson and the bravery of its residents.
On the eve, I signed a decree on state awards for soldiers and civilians who distinguished themselves there – in the defense of Kherson. Those who fought for the state. Those who assisted in resistance. Those who saved and continue to save lives. And those who are as courageous as the world now knows the courage of Ukrainians. Alongside our soldiers, the decree also honors local government officials. These are people who did not abandon their communities, helped defend against occupiers, assisted in resistance. They treated and continue to treat, organized assistance for those who could not take care of themselves, saved children from deportation, and rescued people from Russian terror. They are saving lives even now, under constant bombings and in the face of ongoing attacks. I thank all of you for your courage and dedication to your work and Ukraine. Thanks to each and every one who stays and works right there – in the communities along the front line.
Of course, our security and defense forces will respond to the Russian army’s strikes on Kherson and the villages of Kherson region, just as it always happens. This week has shown that in the Black Sea, in the territory of Crimea, and anywhere else, we will reach the occupier. Glory to all our guys who are bringing justice back to Ukraine in this way!
Secondly, there’s something important to say today. I spoke today with President Duda of Poland. A good conversation. I congratulated Andrzej and all Poles on the Independence Day of Poland. This day is as important for Poland as it is for us, Ukrainians. The history of our nations is intertwined, and in this, it reflects the restoration of independence in our states and how we now take care to protect it. Ukraine and Poland must stand together so that our people are always free. I thank Andrzej for his kind words today about Ukraine and Ukrainians. Thank you for the extremely valuable support that Poland provides to our state and people.
And one more thing.
We continue the evacuation of Ukrainian citizens from the Gaza sector. This work has been ongoing literally all day. The number of those successfully rescued changes almost every hour. Already 214 of our people. We are also assisting citizens of Moldova. We expect this number to increase. I thank Defense Intelligence, the Ministry of Foreign Affairs, the Ukrainian embassies in the region, and all those who are helping us with this work.
Today, I also held a meeting with international experts regarding negotiations and meetings that can strengthen Ukraine – both our defense and international attention to Ukraine. Every day we add strength to the state.

Dear Ukrainian men and women!
Today marks the first anniversary of the liberation of Kherson from Russian occupation. The city-hero. The city-symbol. The city of hope. The city of our people who did not surrender to the enemy force and inspired everyone around us and the whole world with their resistance. These are our blue and yellow flags, which repeatedly proved on the streets of Kherson and in many homes and apartments that Ukraine is one, from the northern border to our sea. These are months without communication, without information, but with faith – faith in Ukraine. These are the efforts of many people who saved, helped, approached... And, of course, these are emotions – special emotions when you see your people are returning, and when you know that Ukraine does not forget about its cities and villages occupied by the enemy, just like about Kherson. The entire south of Ukraine learned last year that Russia never comes “forever,” no matter how many times they repeat it. Because Ukraine always returns – always! When we know our goal. When it’s a shared goal. When we are united. And when we unite others around the Ukrainian goal. Today is one of the anniversaries that shapes our Ukrainian confidence that we can.
Thanks to the Kherson operation, the right bank of the Dnipro was cleared of the occupant. Our warriors then liberated a significant part of Kherson region, provided additional protection to Mykolaiv, Odesa, and other cities and villages in the south of our state, and solidified Ukraine’s success in the battle for the Black Sea. Crimea then in the smiles of the people of Kherson, in the words of joy when they welcomed our soldiers – Crimea also felt its future, saw how close we were.
I am proud of all our warriors – all brigades, every battalion, all soldiers and commanders who fought last year. And everyone who is now leading our state through a difficult, painful, but essential – vitally essential! – marathon to the guaranteed freedom of Ukraine. Independence, which has the power to transcend from generation to generation, is truly achieved in battles, draws energy from the unity of the people, and fortifies its spirit precisely when it hears the gratitude of those liberated from the enemy – those who waited for Ukraine, and whose faith has been fulfilled.
Dear people!
Throughout this year, Russia has been seeking revenge for the freedom of Kherson and our other liberated cities. Daily shelling. Bombs, artillery, rockets... Just from yesterday evening until this morning, almost forty drones and rockets... Ballistic attacks against Kyiv, drones, and rockets against Odesa, Kharkiv region. Deliberate torture by the enemy. Every day! But not a single day of despair for us!
None of us should underestimate the strength of the enemy against us. Ukraine knows that the enemy is not weak, restless. But Ukraine knows how to overcome it! Like last year, Russia seeks to destroy our country, our lives. Like last year, we must destroy the occupier. Ukraine is doing this... And today, dear Ukrainians, please thank those who have put their strength and lives on the line to defend Ukraine and Ukrainians. Those who are fighting now. Those on combat posts now. Those who are training to reinforce combat brigades. And those who are working now to ensure our soldiers have ammunition and weapons, armor and aviation, air defense and electronic warfare... So that we can provide protection to Ukrainians and so that Ukraine can reclaim freedom for its land.
I thank everyone who is currently working in Kherson to protect our people! Thanks to all who are fighting on the left bank of Kherson region for the sake of Ukraine! Thanks to all who defend Ukrainian lives!
Our lives will surely triumph.

Day 626 of the russian full-scale military aggression against Ukraine continues.
During the day of November 11, there were 71 combat engagements. The enemy launched a total of 1 missile and 41 air strikes, 44 MLRS attacks at the positions of Ukrainian troops and various settlements. Unfortunately, russian terrorist attacks have resulted in civilian casualties and injuries. Private residential buildings and other civilian infrastructure were destroyed and damaged.
The operational situation in east and south of Ukraine remains difficult.
VOLYN and POLISSYA AXIS: no significant changes. No signs of formation of an offensive group. Certain units of the armed forces of belarus continue their missions in the areas bordering Ukraine.
SIVERSHCHYNA and SLOBOZHANSHCHYNA AXIS: the adversary maintains its military presence in the areas of russia bordering Ukraine. The enemy continues its sabotage and reconnaissance activities, shelling Ukrainian settlements from the territory of russia and increases the density of minefields along the state border of Ukraine. Around 20 settlements came under enemy artillery and mortar fire, including Zaliznyi Mist, Halahanivka, Leonivka (Chernihiv oblast), Seredyna-Buda, Stepok, Basivka (Sumy oblast), Starytsya, Mali Prokhody, Vovchanski Khutory (Kharkiv oblast).
KUPYANSK AXIS: the enemy conducted unsuccessful assault operations in the vicinities of Synkivka, Ivanivka (Kharkiv oblast) and Stelmakhivka, Nadiya (Luhansk oblast). The Ukrainian defenders repelled 7 attacks in the area. The occupiers launched air strikes near Kyslivka, Stepova Novoselivka (Kharkiv oblast). The invaders fired artillery and mortars at around 10 settlements, including Dvorichna, Synkivka, Petropavlivka, Ivanivka, Berestove (Kharkiv oblast).
LYMAN AXIS: the adversary made failed assaults with air support in the area of Serebryanske forestry (Luhansk oblast). The invaders launched air strikes in the vicinities of Kopanky (Kharkiv oblast), Bilohorivka (Luhansk oblast) Terny, Siversk, Spirne (Donetsk oblast). The occupiers fired artillery and mortars at around 10 settlements, including Nevske, Bilohorivka (Luhansk oblast), Torske, Serebryanka, Spirne, Rozdolivka (Donetsk oblast).
BAKHMUT AXIS: the invaders conducted unsuccessful assault operations with air support in the vicinities of Andriyivka and Klishchiyivka (Donetsk oblast), where Ukrainian defenders repelled 10 attacks. Also, the adversary launched an air strike near Kurdyumivka (Donetsk oblast). Around 10 settlements came under artillery and mortar fire, including Klishchiyivka, Kurdyumivka, Ivanivske, New York (Donetsk oblast).
AVDIYIVKA AXIS: the enemy conducted assault operations with air support near Avdiyivka, Sjeverne and Pervomaiske (Donetsk oblast), where the Ukrainian Defense Forces repelled 14 attacks. The occupiers launched air strikes near the settlements of Novobakhmutivka, Lastochkyne, Orlivka (Donetsk oblast). The enemy fired artillery and mortars at around 10 settlements, including Berdychi, Sjeverne, Avdiyivka, Pervomaiske (Donetsk oblast).
MARYINKA AXIS: the adversary made unsuccessful assaults with air support in the vicinities of Maryinka and Novomykhailivka (Donetsk oblast), where Ukrainian defenders repelled 17 attacks. Around 10 settlements of Donetsk oblast, including Heorhiyivka, Maryinka, Novomykhailivka, were under artillery and mortar fire of the occupiers.
SHAKHTARSKE AXIS: the invaders conducted assaults with air support in the vicinities of Vuhledar, Zolota Nyva and Staromaiorske (Donetsk oblast), to no success. Ukrainian defenders repelled 11 attacks in the area. Also, the adversary launched an air strike near Urozhaine (Donetsk oblast). Around 10 settlements, including Vodyane, Vuhledar, Prechystivka, Staromaiorske (Donetsk oblast), came under artillery and mortar fire.
ZAPORIZZHIA AXIS: the invaders made failed assaults with air support in the vicinity of Robotyne (Zaporizhzhia oblast). Around 30 settlements, including Malynivka, Huliaipole, Charivne, Robotyne, Pyatykhatky (Zaporizhzhia oblast), came under artillery and mortar fire.
KHERSON AXIS: the invaders launched an air strike near the settlement of Tyahynka (Kherson oblast). The settlements of Chornobaivka, Stepanivka (Kherson oblast), the city of Kherson and the city of Ochakiv (Mykolaiv oblast) suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue their offensive operation on Melitopol axis and offensive (assault) operations on Bakhmut axis, inflicting losses in manpower and equipment on the occupation forces, exhausting the enemy all along the front line.
During the day of November 11, Ukrainian Air Force launched 10 air strikes on concentrations of troops, weapons and military equipment of the occupiers. On top of that, Ukrainian air defense destroyed 1 S-400 anti-aircraft guided missile.
The Ukrainian missile troops hit 2 artillery systems, 6x concentrations of troops, weapons and military equipment, 2 air defense systems of the russian invaders.

On the Independence Day of Poland, President of Ukraine Volodymyr Zelenskyy held a video conference with President of the Republic of Poland Andrzej Duda.
The Head of the Ukrainian state greeted the leader of Poland and the entire Polish nation on Independence Day. Volodymyr Zelenskyy emphasized that Ukraine’s independence will always be a strong support for the freedom of Poland.
“Our nations, together with all of Europe, have passed a great path, and whenever we were on the same side, we changed history for the better. Remarkable things are possible when Ukrainians and Poles are united by a common goal. As in the battles of Orsha and Zamość, and now, in the ongoing battle for the freedom of Ukraine, and consequently, Poland. We will win this battle because we value each other,” the President said.
As Volodymyr Zelenskyy assured, Ukrainians will always be grateful to the Polish people for their assistance during the difficult times of Russian aggression.
“I am grateful that Polish hearts felt the rhythm of Ukrainian hearts at that very moment and in the way it was needed. I am thankful that for the Polish people, values such as honor, freedom, and solidarity are truly fundamental. And I am grateful for the calm and respect for all our people whom you sheltered, sharing the warmth of the Polish home,” the Head of State said.
Volodymyr Zelenskyy highlighted the importance of strong relations between Ukraine and Poland as one of the foundations of European unity.
“European unity – our common interest – can be powerful only when one of its foundations is the alliance between Ukrainian and Polish will, when we are together, both in the European Union and in NATO, and in all defining moments of our shared history. Together, we are at least twice as strong,” he said.
On his part, Andrzej Duda emphasized that his country will continue to support Ukraine in the fight against Russian aggression and on the path to NATO and European Union membership.
The President of Poland congratulated the Head of the Ukrainian state on the decision of the European Commission to start negotiations on Ukraine’s accession to the EU.
“I congratulate you on this progress and on the fact that despite the challenging military situation, you are fulfilling the next requirements on the path to the European Union. We not only cheer for you but will also support you, we will support your aspirations,” the President of Poland said.

The Government of Ukraine, together with the Kyiv School of Economics and with the support of the World Bank Group, opened the newly created Centre for Advancement in Restoration and Modernization Capacity (CARMC).
During the opening ceremony, Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities, Territories and Infrastructure Development of Ukraine, noted that the speed, quality and pace of recovery depends on who will rebuild our country.
“The main investment is not money. The main investment is people and their skills.
I strongly believe that the Centre will create a powerful, active community of experts to share experience and implement best practices in an atmosphere of trust and constructive dialogue,” said Oleksandr Kubrakov.
He also stressed that overcoming the economic consequences of the war and effective reconstruction was possible only through joint efforts of the state, local governments, foreign partners, donors and business.
In her turn, Deputy Minister for European Integration Anna Yurchenko stressed that the country’s recovery had already begun.
“There are more and more reconstruction projects, so we need to focus on the actual ability to implement these projects. We need to have the internal capacity to find experts, specialists and form teams to manage projects,” said Anna Yurchenko.
CARMC aims to increase reconstruction capacity. In particular, by creating programmes that will teach how to plan, implement and manage reconstruction projects, with funds from international financial institutions.
The Ministry for Communities, Territories and Infrastructure Development participates as a founding member of the Government as well as in the Centre’s coordinating board.
The Centre’s lecturers will be representatives of central executive bodies, international organisations and academia. The plan is to create a community of 6,000 reconstruction specialists in 3 years.
The Centre will research national recovery processes: laws and regulations, stakeholder roles, and digital platforms. Based on this analysis, the Centre plans to create a knowledge base for all stages of the process.
Moreover, the Centre will engage in research on the training needs, knowledge and skills gaps of different groups and different levels of professionals that hinder the effective implementation of reconstruction projects and offer training products to address these gaps.
