OK, Biden’s a crook and worse. But he didn’t scream. He said the word “happened” loudly for emphasis.

WRONG. He has no volume control. He either screams or whispers. This is dementia mixed with Alzheimer’s.

But he did shout.
He yells to add emphasis, but its not a really well-controlled steady increase. Its old man yelling, his brain is going and it does affect how he communicates.
Its getting worse.
Trying to emphasize things, he now sounds more like an old guy rant.
