WASHINGTON, Friday, Nov. 6.

Guerrillas and bushwhackers swarm within the lines of the Army of the Potomac so thickly as to render it unsafe for men by twos or threes to go out of camp. Lieut. HEDGES, Second New-York cavalry, and Acting Commissary-General of KILPATRICK's division, while riding, accompanied by a single Orderly, from Catlett's Station to a point three miles distant, was shot at and seriously, if not mortally, wounded, almost within sight of PLEASONTON's headquarters, and within a mile of the headquarters of MEADE.

Excepting a small skirmish near Partwood Church with some of KILPATRICK's cavalry, nothing has occurred to disturb the quiet of our front.

The enemy still have a strong picket on the north bank of the Rappahannock, and seem disposed to resist any attempt to cross that River.

HEADQUARTERS ARMY OF THE POTOMAC, Thursday, Nov. 6, 1863.

All continues quiet with the army, and no important movements have been made within the last few days.

THE LAST RESORT.

A rebel Lieutenant -- a prisoner -- in a boastful spirit yesterday admitted the Confederate Government was a failure, the secession cause hopeless, but, at the same time said he had the consolation of knowing that the people of the South could throw themselves into the arms of France, and thus avoid subjugation. "And this," he said, with emphasis, "is what we are going to do." This officer is a graduate of a military school, and has occupied positions in the military families of some of the best of the rebel commanders. I attach no special importance to this statement, further than as indicating what is talked over in high places. That such a movement is seriously contemplated is now generally believed by rebel prisoners
