I have no idea what the author is talking about. Pennsylvania had just over 9 million registered voters in 2020. And there were something like 6.85 million votes cast in the presidential election.

The author is claiming that there were more votes than ballot envelopes scanned into the system and verified to belong to registered voters. It does not even count harvested ballots that may have been voted by the harvester and not the voter the ballot was sent to.

Pennsylvania has a unique voter registration system, called SURE. Like every other voter registration system, the SURE system comprises all legally registered voters in the state. However, it also includes a subcategory of registered voters: the ones who actually voted in the last election (in this case, the 2020 election).

What the author is saying:
1. There is a SURE system that records ballots, registered voters and actual voters.
2. In a perfect world the two numbers would match, not counting registered voters who did not vote. Using your number, 6.85m, there should be 6.85m registered voters and 6.85m registered ballots.
3. But, in reality, there were at least 120,000 more ballots cast than corresponding voters.
4. This number exceeds biden’s margin of “victory” and there is no doubt all 120,000 were votes for biden.
