You have not read Stinnett's book and you have no clue what he really said.
I have his book here in my hands now, I read & studied it years ago and marked it up with highlights & notes.
Much of what Stinnett wrote is not disputed or controversial, but Stinnett's claims that FDR himself knew the exact time and place of the attack at Pearl Harbor, such claims are not convincing or confirmed by actual documents.

The facts remain that Japanese leaders intended to conquer a Pacific empire and to do that they needed to defeat US and British Navy and ground forces in the Philippines, Hong Kong, Singapore and, beginning in 1940, Pearl Harbor.
Japanese planning to attack Pearl Harbor began soon after FDR moved the fleet from San Diego and the exact timing for the attack was arguably as much military as diplomatic decision.
