A powerful sedative? Geeze....I spent years working in a big city ER (in administration) and *never* heard of anything like that. NEVER!
Perhaps it's a state to state thing...some states allow EMTs to do that kind of thing and others don't.

Narcan isn't a sedative. Thorazine is.We'd get extremely agitated at the ER were I worked and they'd often be given a big dose on arrival.

"...first responders got a call of a suspicious person walking down the street. They found McClain on Aug. 24, 2019, wearing a mask and carrying groceries...Six months later, almost everyone was wearing a mask while carrying groceries.

There was no good reason for police to stop this man from walking home.

Why ketamine? That can induce a painless catatonic state. It is a chemical relative of phencyclidine ( angel dust). People who are “dusted” tend to have hyper strength, do not feel pain, and do not respond to verbal input. Very difficult to control.
Used to tranquilize elephants back in the day.
