Possibly Biden’s hands look young because he hasn’t done a lick of work his whole life. Pampered and puffed Joe doing nasty things with those prissy hands.

I see a “new” hint of blond that wasn’t there before.
The comb-over seems rather long-ish and the hair involved appears less desiccated than before.
I’m going with “someone not Joe” here.
Joe may have been napping in another compartment but this is a national security issue when someone other than the actual person sworn in as POTUS is speaking to foreign dignitaries.
I may need to contact my US Rep with a concern of national security.
I have other circumstantial evidence that Joe was not there.
